what is the rule for manifold volume with respect to engine displacement?

i have seen some charts for runner length and expected power band rpm range, but not a lot on manifold volume. i am going to build a box upper manifold to go onto a navigator lower manifold. this is for a turbo 4v setup.

what volume should i make the upper?

i thought i read something like 1-1.5 x the engine displacement, but not really sure. it will have to be at least 4" tall to take the tube for my 90mm fox throttle body, that will be coming off of the passenger side of the box.
