I heard springs were good but shackles didnt lower it enough and was still high

My truck had the FR kit on it when I bought it, with bilstein shocks. I like it but my truck is a 00 model. Yours is higher in the back, so you won't achieve an even stance with those shackles.

I really like my FRPP kit. Installed with isolators removed.

As has been mentioned, with a '03-'04 truck your rear is still gonna be a little too high. You could always get the kit and pick up some different rear shackles that will drop it a bit lower. No matter what kit you use, remember you will need the camber/caster kit and that will probably run about $75 if memory serves me right. Plus you will have to go get it aligned, so you'll be spending some coin there too.

I paid just under $140 for my kit through Tousley Ford (without shipping).
