any ideas of what it could be or were I should start looking?
checked vacuum lines and everything seems to be connected and in the right place.

has 60# injectors, fyi
how much vacuum should be coming from the red line that goes into the fuel pressure regulator?
i feel some vacuum but not allot

Sound like one of the injectors is not firing...
Your base fuel Pressure should be 39.5 with the no vacuum reference. Depending on the cams, you could see 10-20 pounds of vacuum at idle.

Could be so many things...
Cams weren't degreed properly, bad tune, vac leak, bad injector....
Did you go built because the engine went? Could have a bad o2 as well

yes. it threw 2 rods.
its tuned for the old set up of 400hp
but its has so many parts know. but didnt want to send it for the new tune till after i fix this issue.
could the old tune be causing it with the new parts?

Check compression on both banks. If there is a variance of 30psi or more, one of the cams may be off a tooth and causing the lean condition.

just this past weekend, I was running rich on bank 1, lean on bank 2. Compression test showed bank 1 down about 25lbs per bank 2. Tore it down and found chain tensor not holding pressure on bank 1. Replaced, running very good now

Who is tuning it? It's too easy to see the STFT's off, and the O2 voltages. Checking compression is also an easy task, and should quickly show an entire bank down on compression, which would indicate cam timing as the culprit.

the customer takes it somewhere ealse to dyno it and tune it, dont know the name.
any way to check the degrees on the cams?
Do compression check and see if the entire bank is low. Also check O2 voltages

the spark plug not looking used would mean that the injector and the coil arent firing correct?
That really doesn't matter at all..... the big issue is 0 compression.... something is not sealing and you need to do the leakdown to see what. Intake or exhaust valve.
